I see at the bottom of the homepage "Forum is locked" does anyone know what this means?

Had a quick look and it looks like its always been there but its not highlighted red like the new posts symbol, so I assume we are still OK til it gets lit up red. My OH just tried to register to test it and had no problem trying to get on. We will carry on and hopefully get to the 1000 posted messages, nearly there
